By 2010 Cuba military was in very bad shape as the lack of supplies and hard currency meant
that it was a shell of itself in a slow collapse as the central government was going bankrupt do

This all changed with the heightened tension of the USA and Russia / China
due to events in South China Sea and the Ukrainian Crisis of 2014. China decided that keeping a
dependent Cuba as a thorn in American / Latin American leadership was worth economic and military aid.
By 2014, China sent advisers, technicians, and businessmen to help to its new ally and stake out its interests in the region.

By the late 2015’s, Cuba military had spare parts for the first decades, upgraded tanks, training budgets,
and felt like it could actually defend itself against other Latin American countries.

When the war broke out in 2017, Cuba remained neutral, and kept its head down as Russia and China and the Nato let lose nuclear fire across the world. In the aftermath of the war, Cuba found itself as one of the few regional players that had a more or less intact military.
With the destruction of the world oil infrastructure, soon Cuba became desperate for the basic resources to keep its people feed and its limited machinery going. That was when a the governor of the newly formed "Mexican Republic of Monterrey" reached out to the Cuban government with a deal. If Cuba was willing to send military support to Tampico region, it would provide the much need fuel for the island.
Cuba sent its only fully mechanized battalion to Tampico to guard the oil fields soon afterward.The Cuban army was able to stabilize the area and fight off the roving bands that plague the region as Mexico broke up into regional warlords. Eventually many of the more technical military support personal left in Cuba moved to Monterrey in order to keep the Cuban army running and keep the vital oil flowing back to the homeland.
When the Asteroid hit the world, the damage to Cuba was devastating with over 80% of the prewar population dead from the 3 to 4 meter tall tidal waves and the destruction of much of the fishing fleets.
With little infrastructure left on the island, much of the remaining Cuban government and military soon abandon the island starving population and moved to join its forces in Monterrey.
Within 10 years, the rise in water levels combined with the anarchy of lack of government, Cuba soon devolved back to pre-industrial society with 5% of the prewar population.
